In September 2018, Kiir and Machar signed a revised agreement and were given an initial six-month deadline to form a transitional government that would last for three years prior to the holding of elections.
The agreement, dubbed “revitalized” due to the inclusion of additional conflict factions, has been difficult to implement, forcing the parties to delay the formation of the transitional government twice. In November, Kiir and Machar reached an agreement in Kampala to extend the deadline by 100 days so that the three key issues could be resolved.

By creating a paperless environment, eliminating multiple physical inspections, and eliminating repetitive document submissions, the Electronic Single Window Project will reduce clearance time from 44 days to three days. In addition, it is anticipated that the eSW platform will reduce corruption by eliminating the possibility of physical contact.
